Mr. Bluger graduated from the Faculty of Law of the University of Latvia; even while still an undergraduate, he became a member of the Latvian Council of Sworn Advocates. He was one of the first lawyers in Latvia and the former USSR in the late 1980s to have a professional internship in the USA (Vanderbilt University, Nashville, Tennessee; law office Carro, Spanbock, Kaster & Cuiffo, New York).
